Look at the main window, it is not particularly different from such programs. In the center, you can draw and edit the graphics, on the left of the toolbar, just above the navigation on the main menu: edit, layer, filters, highlight, color, view, tools, window, help. If you want to play with color settings, there is everything for this, there is no problem. The picture you can rotate, change the size, change the format and so on.

Do you need to work with layers? Dear you, you came where you need, such support is implemented here, and is implemented by analogy as permissible in Photoshop, which means you can more thoroughly and flexibly process pictures. If you are interested, the editor reads the PSD format, there is no point in writing about standard graphic formats. The only thing you need to tell you about the MDP format, your own development of the program.

Due to the fact that the interface in a very classical style is created, it is not almost in any difference, any user will be able to quickly navigate and understand everything that the authors offer us, and thanks to the support of the Russian language, there will be no problems at all.
